The Québec Ministry of Immigration and Francization (MIFI) has announced new study permit allocations for postsecondary institutions in the province. Under these new limits, institutions will have a capped number of international students they can accept. Once an institution reaches its maximum number of study permit applications, it will no longer be able to admit additional international students unless they qualify for an exemption, as reported by CIS News.
According to CIS News, these caps do not apply to students who submit their study permit applications before February 26, 2025, or to applicants who fall under the following exemptions:
- Students applying to extend their study permit to continue the same vocational program they were initially admitted to.
- Dependent children of temporary foreign workers or international students in Quebec.
- Applicants seeking to study at the primary or secondary school level.
- Individuals applying for protection under certain provisions of section 95(1)(b) or (c) of the Immigration and Refugee Protection Act (SC 2001, c. 27).
For the 2025-2026 academic year, the total number of study permit applications allocated for all universities in Quebec is capped at 63,299.

With the quota for universities standing 63,299 applications. Including vocational colleges, Quebec will process a maximum of 124,760 applications between Feb. 26, 2025 and 2026 — 20 per cent less than last year, as reported by Radio Canada.
